Introduction and purpose: Despite the significance of National Organization for Development of Exceptional Talents (NODET) schools, the factors influencing the performance evaluation of health education and health promotion in these schools have received limited scholarly attention. The present study aimed to analyze the causal conditions affecting the performance evaluation of NODET schools in the domain of health education and health promotion.
Methods: This qualitative study employed a thematic analysis approach. To identify the causal conditions, Strauss and Corbin's paradigmatic model was used as a guiding conceptual framework. Data were collected through semi-structured interviews with 16 participants, including principals of NODET schools, managers and experts from the NODET and the National Elite Foundation, health education specialists, and university faculty members. Purposeful sampling was employed to achieve maximum variation in participants' perspectives. The data were analyzed using Sternberg's thematic analysis method. To enhance the trustworthiness of the findings, Lincoln and Guba's criteria and triangulation techniques were applied.
Results: The findings revealed that the causal conditions affecting the performance evaluation of NODET schools in the domain of health education and health promotion were manifested in five overarching themes: excessive structural and instructional pressures; the absence of an indigenous and NODET-specific health evaluation system; the professional roles and competencies of evaluators and stakeholders; the gap between macro-level policies and school-level implementation; and the unique characteristics of NODET students as the target group. These themes were further articulated into 28 sub-themes and 137 codes.
Conclusion: Redesigning a health evaluation system aligned with the specific context of NODET schools, strengthening human resource competencies, and reducing the gap between macro-level policies and school-level implementation are essential.
